From principle to system
The classical social contract asks why political authority is legitimate and what citizens may expect in return for their consent. A digital social contract adds an engineering question: how can consent, identity, participation and institutional action be represented in systems that people can inspect and trust?
The answer cannot be a single platform or voting interface. It requires an architecture in which rights and responsibilities are reflected in technical controls.

The 2014 implementation
The Veneto digital referendum turned these questions into operational requirements. The system had to distinguish eligible participants, prevent duplicate voting, remain available across a week of participation and preserve data for subsequent analysis.

Continuity with AI governance
The same structural concerns now arise in autonomous AI: Who is acting? Under which authority? Which actions are permitted? What evidence remains? Can a decision be reconstructed? Gianluca Busato's current work approaches these questions through deterministic governance, policy enforcement and auditable execution.
The technologies differ, but the design principle remains consistent: legitimacy depends on turning declared rules into mechanisms that a running system actually obeys.
