Definition. Multi-layer AI governance is an architectural approach that enforces controls at several independent layers — identity, policy, execution and audit — so that no single failure can let an AI agent act outside its mandate.

The layered model

Identity (verifiable identity and roles), policy (deterministic rules for what is permitted), execution (the controlled runtime where actions are mediated), and audit (immutable record of every decision and action).
